I’m Dr. Charlene Carlberg-Stewart!

I am a results-driven educational leader with more than 30 years of experience leading transformational change in classrooms, schools, and districts.

My mission is clear: strengthen educator capacity, elevate instructional practice, and accelerate student achievement—especially in early literacy.

Most recently, I partnered with a district to coach all K–2 teachers and school leaders across 28 elementary schools, supporting over 5,000 students. Through targeted instructional coaching, leadership development, and disciplined use of improvement science, the district achieved significant literacy gains over two years: Overall moving the percent of students benchmark and above from 56% to 76%

  • Kindergarten DIBELS: 39% → 69% → 81%

  • 1st Grade DIBELS: 57% → 74% → 78%

  • 2nd Grade DIBELS: 59% → 71% → 73%

These results reflect my belief that when educators are equipped with aligned systems, high-quality instructional materials, and ongoing coaching, student success is not only possible—it’s inevitable.

I specialize in:

  • Structured literacy and ELA pedagogy

  • Leadership coaching and capacity building

  • Implementation of HQIM aligned with the Science of Reading

  • Data-driven instructional improvement

  • Designing systems that support consistent, high-quality teaching

Through my consulting work, I help districts and schools:

  • Strengthen classroom instruction through targeted coaching

  • Build leadership teams that can support sustainable change

  • Use data and improvement science to drive continuous improvement

  • Create coherent systems that support teacher growth and student achievement

I am passionate about partnering with schools and districts committed to doing the hard, meaningful work of improving literacy outcomes for all students. If you’re looking for a thought partner who brings expertise, clarity, and proven results to instructional and leadership coaching, I’d love to connect.
